A purchase agency is a way to transact with the current owner, but in cases where it is difficult to contact the actual owner, HostingKR contacts the current owner on your behalf and handles the transaction and name change.
However, the current owner decides whether to sell it, and the sales price is also determined by the owner, so it may differ from the general domain new registration cost.
